MINISTRY OF SPORTS AND RECREATION & NATIONAL SPORTS AUTHORITY TERMS OF REFERENCE FOR THE GHANA BOXING INTERIM MANAGEMENT COMMITTEE

The Interim Management Committee (IMC) for Professional Boxing in Ghana is constituted under the authority of the National Sports Authority (NSA) with approval of the Minister for Sports and Recreation.

Scope

The IMC is constituted to oversee all professional boxing activities and related matters, in Ghana.

Responsibilities

The responsibilities are as follows:

  1. Oversee reforms and implement ministerial recommendations;

  2. Act as the interim body for sanctioning professional boxing bouts and facilitate the activities of operatives;

  3. Establish medical/antidoping protocols and technical standards for professional boxing bouts;

  4. Propose regulatory oversight modalities for professional boxing ,in Ghana;

  5. Propose procedures for the transitioning of athletes from amateur to professional boxing;

  6. Propose and administer modalities for the restructuring of a professional boxing association/body;

  7. Establish directives and guidelines to ensure improved insurance for athletes, enhanced training for referees, coaches, technical persons and medical staff and improved boxers welfare and safety;

  8. Conduct elections for new executive board of the professional boxing association/body; ensuring a transparent and democratic process, allowing for fair representation of stakeholders;

  9. Develop manual for capacity-building for technical officials; and training regime, for athletes;

  10. Develop a roadmap for attracting investment, promoting sports tourism and enhancing the competitiveness of Ghana boxing; and

  11. Consider any other matter relevant to the terms set down in the matter herein, take appropriate action and make appropriate recommendations to administer, manage and enhance the image of boxing, safeguarding the interest and safety of all participants and patrons.

  3. DR. HADI MOHAMMED ABDULAH (Renowned Ghanaian Neurosurgeon, Korle-bu Teaching Hospital)

  4. DR. OFORI ASARE (Veteran Boxing Trainer & Multi Title Winning Coach)

  5. MR. LESTER NII AMARH KWANTRENG (Financial Consultant, Boxing Promoter and Investor)

Coordinators

  1. Mr. Patrick Johnson – the current GBA Secretary General will act as Secretary to the Committee.

  2. Mr. Gideon H. K. Oyiadzo – Projects & Branding Consultant and Organizing Secretary for Boxing Promoters Association of Ghana will act as the Committee’s liaison and Coordinator.

  3. Mr. Prince Azanu – National Anti-Doping Officer for the National Sports Authority (NSA) will act as Athlete Welfare and Technical Advisor on Anti-Doping Reform.

Duration

The IMC shall commence work immediately after inauguration by the Minister for Sports and Recreation and be operational for three months. If necessary, the Chairman shall formally request for an extended period for the Committee to complete its work; however, this extension shall not exceed 30 working days.

Resources

The Committee shall be provided with suitable office accommodation and other logistical and administrative support by the NSA, necessary for its work. The Ministry of Sports and Recreation (MoSR) may assist in this regard.

Output

The Committee shall submit a comprehensive report, with relevant attachments, to the Director General of the NSA for onward submission to the Minister.
